The SAP program is a training and evaluation program designed to help truck drivers who have substance abuse problems. The SAP program is a voluntary substance abuse rehabilitation and education program for commercial motor vehicle drivers.
The SAP Program for Truck Drivers was developed by the Federal Motor Carrier Safety Administration (FMCSA) in partnership with the Substance Abuse and Mental Health Services Administration (SAMHSA). The FMCSA is responsible for enforcing federal regulations that govern the safety of commercial motor vehicle drivers, while SAMHSA is responsible for promoting mental health as well as preventing and treating substance abuse.
